It should not have to be this way but here is how i've been playing my map.Д«y default there is no media folder so create one in the directory then open config and edit to appear as below. I'm well aware of what a PITA it is to convert ST maps the less we speak about that hole in the wall the better lol. If you want custom maps to drive on we need to make this a big issue right now!!!! Opened mutliplayer to have the game tell me multiplayer is disabled bc my files differ from the original game. Unzip your selected mod to the MOD folder that JSGME set up in the main directory. Download the MOD zip file (see and Mod Workshop Room-you will need to register at Subsim). Finally got the map working in singleplayer. This sets up the proper location for the MODs you want to use.
